1. MANAGER, BUSINESS SYSTEMS DEVELOPMENT– GRADE 4
To lead the ICT Development Section in working with the Commissions Internal and External users in successfully implementing ICT internal and Electoral systems, from project inception to delivery within stipulated deadlines. Some of the teams in the section include Business Systems Analysis, Design, Development, Integration, Quality Assurance, Business Intelligence & Analytics and Web Development. Also continue to monitor the effectiveness of the Commission’s systems and to adapt them to evolving/changing requirements.

KEY DUTIES AND RESPONSIBILITIES
a) Be an integral part of the strategic development process and keep the ICT Director fully briefed of all upcoming operational process requirements/changes.
b) Manage business systems implementation from inception through delivery, and continue to perform post-implementation audits
c) Ensure that IEBC’s business systems implementation meet set Commissions objectives bring about desired improvements in the target business or Electoral process area, and are delivered within time and budget allocations.
d) Develop and motivate an innovative and inspired ICT development team and re-evaluate their skills and progress to ensure delivery of KPIs.
e) Manage external project resources and/or vendors to ensure that all project needs, milestones and timeframes are met.
f) Manage the inter-departmental client relationship, drawing on resources throughout the Commission to deliver on business needs through a co-coordinated development of related systems.
g) Provide the Commission with guidance in both emerging technologies as well as application of best practice implementation and usage, so as to ensure that they use technology in the best way possible.
h) Ensuring that correct and effective business processes automation initiatives are implemented in accordance with the operational, procedural and regulatory requirements.
i) Managing, planning, coordinating, monitoring and/or supervising business systems development to ensure the efficiency of business processes is achieved.

REQUIREMENTS FOR APPOINTMENT
a) Degree in Computer Science or Information Technology. A Master’s degree in relevant field is an added advantage.
b) Minimum of eight (8) years’ experience in ICT, three of which must be at management level.
c) A demonstrated track record in the delivery of ICT projects and services
d) Minimum 5 years’ experience in Project Management
e) Basic Skills of Business Processes Re-engineering and Automation
f) Skills in Strategic Management and Project Management
g) A good understanding of electoral process is essential
a) Leadership and people management skills
b) Excellent presentation, oral and written communication skills
c) Ability to make critical and timely decisions in a highly sensitive environment.
